		<description>I think a soft cap is justified:
- there have been cases of people near borders being charged for international roaming even though they never left their homes... in their home country
- mobile operators are devious. I&#039;m in the process of looking for my next mobile and plan. For plans, I can have :
1- Unlimited (to 3 pre-chosen fixed numbers)
2- Unlimited web (as long as I don&#039;t leave my operator&#039;s WAP portal)
3- Unlimited web (as long as I don&#039;t use more than 500 megs/mo)
4- I&#039;m sure there&#039;s a bunch of other unlimited plans I can choose from.

I kinda empathize with people who run up huge bills because they thought their plans were unlimited, or that home was home.</description>
